Agree on the scope
Define included functions, exclusions, review points and acceptance checks. For U.S. and Canadian inquiries, include your time zone and any data-location requirements.

Build and test
Implement the defined functions and test normal inputs, missing information, duplicates and failure cases.
Outcome: A working tool and test results against the agreed criteria
Review and hand over
Review the tool with representative work. Agree separately on installation, documentation and post-delivery support.
